Two types of reasoning
Reasoning with rules
A rule is applied if its condition is satisfied. If a rule is applied, its conclusion follows directly.
Reasoning with principles
A principle only gives rise to a reason for its conclusion if it applies. If there are pros and cons, they must be weighed in order to reach a conclusion.
